What's wrong with these guys ?

No court no Judge, these guys are given punishment by local young men on their own. Some people beating few boys. The video is captured on mobile. The guys are speaking Punjabi that mean they are either from India or from Pakistan. I have never seen such type of punishment to any body before.  This is age restricted and only for adults.
